RULES

ASD Napoli Running, under the patronage of the Municipality of Naples, organizes the 13th edition of the Coelmo Napoli City Half Marathon, over a distance of 21.097 km, included in the WA, AIMS, and FIDAL calendars.

The race will take place in Naples on Sunday, February 21, 2027, with meeting time at 7:15 AM inside the Mostra d’Oltremare exhibition centre and start at 09:00 AM from Viale J. F. Kennedy.

PARTICIPATION REQUIREMENTS FOR NON-ITALIAN REGISTERED ATHLETES

According to FIDAL regulations, participation is allowed for athletes aged 18 and over (year of birth considered) who meet one of the following requirements:

  • Athletes registered for 2027 with FIDAL-affiliated clubs
  • Athletes holding a Runcard (valid as sports insurance and competition permit), limited to individuals aged 20 and over, with a valid medical certificate for athletics
  • Athletes registered with a Sports Promotion Body (Athletics section), holding a Runcard-EPS, aged 20 and over, with a valid medical certificate
  • Fitwalkers registered with FIDAL or holding a Runcard FIDAL with a valid medical certificate for athletics; otherwise, they may participate in the non-competitive relay
  • For Runcard holders, at least one copy of the medical certificate will be retained by the organizer
  • Athletes registered in 2027 with clubs affiliated with Paralympic federations recognized by CIP (FISPES, FISDIR), must provide proof of valid membership
  • For safety reasons, athletes using or pushing mechanical devices (e.g., strollers) and fitwalkers must start from the last starting group
  • Hand bikes are not allowed
  • Push assistants must be registered; maximum 20 assistants allowed

PARTICIPATION REQUIREMENTS FOR NON-ITALIAN REGISTERED ATHLETES

Foreign athletes may participate. They must meet one of the following requirements:

  • Be at least 18 years old and registered for 2027 with a foreign athletics federation affiliated with World Athletics; in this case, they must send a self-certification of registration at the time of registration to autocertificazione@napolirunning.com or present and sign the document when collecting the race
  • Be at least 20 years old and hold a FIDAL Runcard together with a medical certificate, which may be issued in their own country, provided that the same medical examinations required by Italian regulations have been carried out.

The medical certificate for non-resident foreign athletes may be issued in their own country, using the template available on the websites www.napolirunning.com and www.runcard.com.

UNREGISTERED FOREIGN ATHLETES FOR TOURIST-SPORT PURPOSES

Unregistered foreign athletes may participate in the non-competitive event without submitting a medical certificate; however, they will be excluded from the official ranking and prize awards. This type of participation only requires completion of the self-certification (liability waiver form), to be sent together with an identity document to liability@napolirunning.com.

REGISTRATION REGULARIZATION

Athletes with IRREGULAR REGISTRATION (membership and certification) must complete the missing requirements before collecting their race bib by updating them on the FIDAL portal (either directly or through their club president). In the case of an athlete suspended due to an expired medical certificate, presenting the original document does not constitute authorization to compete.

In the case of incomplete registration, the athlete will not be able to collect the race bib and chip, but only the race kit.

Athletes competing with a Runcard who are suspended due to an expired medical certificate may regularize their position by presenting a copy of a valid competitive medical certificate for athletics.

10 PEOPLE GROUP REGISTRATION

Group registration with a single payment for a group of 10 people, even if belonging to different clubs and participating in either the Coelmo Napoli City Half Marathon or the Napoli Relay, entitles the group to one free race bib; therefore, nine race bibs will be paid at the current rate, while the tenth bib will be free.

Any promotions or discounts relating to the purchase of bibs will be published on the website www.napolirunning.com.

It is specified that the services included in the registration fee, as listed above, may be subject to limitations in compliance with national, local, and/or federal regulations in force at the date of the event.

The organizer reserves the right to modify the registration fee should additional services be added at its discretion or in compliance with Federal, National, or Local regulations.

REGISTRATION CLOSING

Subject to availability, online registrations will close on February 17, 2027 at midnight, or earlier upon reaching the maximum event capacity, at the sole discretion of the organizers.

BIB COLLECTION

Race bibs can be collected at the stands set up at the Mostra d’Oltremare on Friday, February 19, 2027, from 12:00 PM to 8:00 PM, and on Saturday, February 20, 2027, from 9:00 AM to 9:00 PM. No collection on race day.

Bib collection must be done personally (ID required), with limited delegation allowed.

In accordance with the latest circular issued by the State Police for the organization of public events, race bib collection must be carried out personally by each registered athlete upon presentation of an identity document; for public order reasons, it will therefore not be permitted for one athlete to collect multiple race bibs.

  • An individual athlete may collect a maximum of one additional race bib besides their own by downloading

the “single delegation” form from the website www.napolirunning.com

  • Club presidents must download and complete the “club delegation” form from the website www.napolirunning.com

Bib collection for clubs is allowed exclusively on Friday, by appointment.

STARTING GRIDS

At the start, competitors will be divided into six starting corrals (A, B, C, D, E, G). Bib numbers will be assigned based on the best time (personal best) declared during registration for the half marathon distance achieved within the last 24 months.

Race bibs will have a sticker with different letters corresponding to the assigned starting corral. Entry into a corral different from the one assigned is not allowed; otherwise, the athlete may be subject to disqualification.

Failure to declare a time, or declaring an incorrect or untruthful time, will result in the athlete starting from the last corral. For safety reasons, athletes with or without disabilities who compete with the aid of or while pushing mechanical devices (strollers, etc.), as well as fitwalkers, will start from the last corral.

It will not be possible to request a change of corral after registration. Access to the corrals will open at 7:45 AM, supervised by race officials, and will close at 8:45 AM.

The number and composition of the corrals may be modified at the discretion of the organizer or in compliance with instructions from the relevant authorities.

At the time of bib collection, all registered participants will be provided with a wristband that must be worn to access all services available during the event:

  1. access to the start and finish areas;
  2. use of refreshment services along the course and at the finish;
  3. access to changing rooms and

The wristband must be shown to volunteers or staff when requested.

RACE KIT

By presenting the race bib, the athlete may collect the race pack and all items included in the registration fee by going to the designated stand exclusively inside the Expo. No shipments are provided.

CHANGING ROOMS & BAG STORAGE

Male and female changing rooms with bag storage will be set up inside the Mostra d’Oltremare exhibition halls, in the immediate vicinity of the start and finish area. Entry is permitted exclusively upon presentation of the race bib. The organization is in no way responsible for items left inside the deposited bags.

REFRESHMENT POINTS

Refreshment points will be provided along the course and at the end of the race, offering supplements, water and fruit, and energy drinks.

TIME LIMIT

The Coelmo Napoli City Half Marathon will have a time limit of 3 hours and 30 minutes. Passing beyond this time will require the athlete to withdraw from the competition (and remove the race bib) and continue on transportation provided by the organization. If the athlete decides to continue and refuses to use the provided transport, they will do so outside the competition, at their own risk, fully releasing the organization from any responsibility.

A checkpoint will be established at km 9.500 for those who do not pass it by 10:40 AM.

Exceeding this time limit requires the athlete to withdraw from the competition and remove the race bib. If the athlete nevertheless decides to continue, they will do so outside the competition, at their own risk, releasing the organization from any liability of any kind. In no case will the athlete be included in the rankings.

TIMING & CHIP

The timing service will be carried out using electronic chips that will allow the recording of split and official times. The chip is personal and cannot be exchanged. Competitors who do not pass through the control points will be disqualified. The chip attached to the race bib must not be removed for any reason, under penalty of exclusion from the rankings.

TIMING & RESULTS

The timing measurement and the processing of results are validated by the Technical Delegate Judge / Jury of Appeal and published on the event website and on the website of the selected timing company.

Each athlete’s time will be recorded electronically from their passage over the start line at the official race start, at the finish line, and with split times at 10 km.

Final rankings, excluding elite athletes and positions eligible for prize money, will be determined according to real time (chip time, i.e., from crossing the start mat to crossing the finish mat).

For the application of GUN TIME, elite athletes are defined as those who, within the last two years, have achieved the following qualifying standards:

Men: half marathon time under 1h08:00 – 10,000 m / 10 km under 31                  minutes. Women: half marathon time under 1h22:00 – 10,000m / 10 km under 37 minutes.

No cash prizes (or any equivalent forms such as generic vouchers, bonuses, appearance fees, or any type of expense reimbursement under any title whatsoever) may be awarded to holders of “Runcard” and Runcard EPS (in accordance with FIDAL regulations). In such cases, athletes will instead receive non-monetary prizes of a sporting, food, or artisanal nature. Cash prizes will not be paid.

Individual cash prizes in euros will be paid by April 30, 2027, in compliance with the current FIDAL regulations. Athletes entitled to prizes must complete a specific form no later than March 31, 2027, providing, in addition to personal data, the details of an identity document. The form can be downloaded from www.napolirunning.com.

PRIZES FOR FIDAL-AFFILIATED CLUBS

Only the clubs ranked in the top 5 of the relevant standings will be awarded, with a minimum of 40 officially classified finishers, using a descending point ranking based on the number of athletes who validly cross the finish line, receiving:

  • 1st club: €1000
  • 2nd club: €750
  • 3rd club: €500
  • 4th club: €400
  • 5th club: €300

In the case of a tie in the standings, the corresponding prizes will be added together and divided among the entitled parties.

Prizes for clubs will be paid by April 30, 2027. The clubs to be awarded must complete a specific form no later than March 31, 2027, indicating, in addition to personal data, the details of an identity document. The form can be downloaded from www.napolirunning.com.

PRIZES FOR NON-CAMPANIA FIDAL-AFFILIATED CLUBS

In this special ranking, only non-Campania clubs ranked in the top 3 positions will be awarded, with at least 25 officially classified finishers, using a descending points ranking based on the number of athletes who validly cross the finish line, receiving:

  • 1st club: €300
  • 2nd club: €200
  • 3rd club: €100

These amounts are cumulative with the prizes provided for FIDAL-affiliated clubs as per the previous section of the regulations.

CATEGORY PRIZES

Based on real time, the top 3 finishers in the following men’s categories will be awarded non-monetary prizes of a sporting, food, or artisanal nature: SM35, SM40, SM45, SM50, SM55, SM60, SM65, SM70, SM75, SM80 and above.

Based on real time, the top 3 finishers in the following women’s categories will be awarded non-monetary prizes of a sporting, food, or artisanal nature: SF35, SF40, SF45, SF50, SF55, SF60, SF65, SF70, SF75, SF80 and above.

Category prizes must be collected exclusively at the end of the race, within 1 hour after the end of the event, at the dedicated prize stand. Failure to collect the prize will be considered a waiver of it.

RACE CANCELLATION – NON-EXECUTION

If the race is cancelled, moved to another date and/or, in any case, not held due to causes not attributable and/or not related to the will of the Organiser, including the withdrawal of authorisation by the competent public authorities, the registered participant shall have no claim against A.S.D. Napoli Running, not even as a refund of expenses incurred, as the signing of the registration form also constitutes a waiver of any claim for damages and/or compensation and/or any restorative or compensatory claim for any financial loss suffered or being suffered.

In the event of cancellation and/or postponement of the race, the registration may be used for the new scheduled date or for the following year’s edition.

BIB TRANSFER TO ANOTHER COMPETITOR

It is possible to change the name by transferring the bib to another athlete:

  • free of charge until 31 December 2026
  • by paying €10 from 1 January 2027 to 5 February 2027

After 5 February 2027, in no case will changes be allowed.

NON-PARTICIPATION

Registration is non-postponable, non-transferable, and non-refundable. However, it is possible to purchase a specific insurance product for those forced to withdraw from participation due to illness, injury, accident during travel, or other unforeseen causes. In the event of compensation being granted, the refund covers the registration fee, service commissions, and all other purchased services (excluding the insurance policy cost) that cannot be used due to absence.

DATA PROCESSING

Pursuant to EU Regulation 679/2016 (GDPR), it is informed that:

  • the data contained in the registration form are required for registration, for preparing the list of participants, rankings, archives, for carrying out the services stated in the regulations, and for sending communications;
  • failure to provide the above data or information will result in non-admission to the event;
  • the rights of the data subject regarding the processing of personal data are listed in more detail at the link: https://www.napolirunning.com/privacy/

IMAGE RIGHTS

By registering for the Coelmo Napoli City Half Marathon, the athlete expressly authorizes the organization Napoli Running to acquire free of charge the right to use still or moving images in which they may appear, taken during their participation in the race, on all visual media distributed worldwide and for the maximum period provided by applicable laws, regulations, and treaties, including any possible extension of the said period.

ATHLETE RESPONSIBILITY

The registered participant is responsible for the ownership and custody of their race bib, the display of which guarantees the right to access all services mentioned in these regulations and subsequently communicated.

  1. Anyone participating without a valid registration and without a bib, in addition to being held responsible for damage to persons or property, including themselves, will be subject to sporting sanctions by the competent federations and may be liable to criminal penalties for the offence of “theft” (Art. 624 of the Italian Penal Code).
  2. Anyone participating without a valid registration with a counterfeit bib, a bib not corresponding to their assignment, or another person’s bib, in addition to the responsibilities stated above, will be subject to sporting sanctions and may also be liable to criminal penalties for the offence of “theft” (Art. 624 of the Italian Penal Code) or alternatively “fraud” (Art. 640 of the Italian Penal Code).

In cases (a) and (b), participants may also be subject to penalties for the offence of “failure to comply with orders of the Authorities” (Art. 650 of the Italian Penal Code). The above cases will be verified through photographic and/or video documentation.

LIABILITY WAIVER

The registered athlete declares that they have read the race regulations and fully accept their content. They therefore declare that, except for what is already covered by the insurance policy, they assume all risks arising from participation in the event, such as, by way of example, those resulting from possible falls or contact with authorized vehicles and/or other participants, spectators, or otherwise, damages resulting from adverse weather conditions, and any other type of risk, even if not expressly mentioned.

As a consequence of this acceptance, the registered athlete expressly releases the organizing body and the individual parties involved in the organization of the sporting event from any liability for any damage or harm arising from participation in the event and in all collateral activities scheduled during the three days of the event.

MEDICAL ASSISTANCE

For the entire duration of the event, medical assistance and mobile first aid service with an onboard defibrillator will be present in the start/finish area and along the course.

FINAL NOTES

The event will take place in any weather conditions or otherwise at the discretion of the organization.

The Organizing Committee reserves the right to modify these regulations at any time due to unforeseen needs and/or reasons deemed appropriate for better race organization. Any changes will in any case be agreed with the Campania Regional Committee (CR Campania) and FIDAL National. For anything not covered by these regulations, the technical and statutory rules of FIDAL shall apply. Any changes to services, locations, and times will be communicated appropriately through the website www.napolirunning.com.

PROTESTS

Any protests must be submitted in accordance with FIDAL and R.T.I. regulations within 30 minutes of the official results being displayed, accompanied by a €100 fee, which will be refunded if the protest is accepted. For anything not provided for, FIDAL regulations apply.

JURISDICTION

For disputes arising from the application and interpretation of these regulations, the Court of Naples shall have jurisdiction.

AT THE TIME OF REGISTRATION, ATHLETES ARE CONSIDERED AWARE OF THE CONTENTS OF THE REGULATIONS, WHICH MAY BE MODIFIED AND/OR INTEGRATED IN COMPLIANCE WITH THE HEALTH AND FEDERAL REGULATIONS IN FORCE ON THE DATE OF THE EVENT.

OTHER NON-COMPETITIVE EVENTS

NAPOLI RELAY – RELAY FOR TWO RUNNERS

On the occasion of the Coelmo Napoli City Half Marathon, a non-competitive relay for two runners will be held. The two participants will cover respectively a leg of approximately 9.5 km and a leg of approximately 11.5975 km. A medical certificate of good health and self-certification are required. For this relay, race bibs may be purchased only through non-profit organizations that have joined the charity program. The aim of the relay is to draw attention to and support the various projects of the non-profit organizations that have joined this initiative.

In this way, Napoli Running will allow all runners to be protagonists in a day dedicated to wellbeing, fun, and solidarity.

At the time of bib collection, all registered participants will be provided with a wristband that must be worn to access all services available during the event:

  • access to the start and finish areas;
  • use of refreshment services along the course and at the finish;
  • access to changing rooms and toilets;

The wristband must be shown to volunteers or staff when requested.

FAMILY RUN & FRIENDS

The non-competitive, charity-oriented event “Family Run & Friends” of approximately 2 km, with no ranking and open to everyone, will start at 11:00 AM on Saturday, February 20, 2027, and will take place inside the Mostra d’Oltremare park. The registration fee is €8, free for children under 10 who must be accompanied by a paying adult. The fee includes, for each participant, a T-shirt, a medal, and a final refreshment.

PRIVACY NOTICE PURSUANT TO ART. 13 EU REGULATION NO. 679/2016

In order to ensure fair and transparent processing, taking into account the specific circumstances and context in which personal data will be processed, the Data Controller provides the data subject with the information set out below in accordance with the provisions of Article 13 of European Regulation No. 679/2016.

  1. A) Identity and contact details of the Data Controller: The Data Controller is identified as ASD NAPOLI RUNNING, with registered office in Naples, Via Caracciolo 15, or at the following contact: info@napolirunning.com.

The Data Controller will collect and process the data for the formalization and subsequent organizational,

administrative, and legal management of the contractual relationship arising from the participant’s registration request for the Coelmo Napoli City Half Marathon and its consequent management, as well as for sending newsletters related to the event or any communication functional to the event.

The provision of personal data is mandatory for participation in the event, and consent to processing is expressed through the registration request. Any refusal will result in the impossibility of registration.

For the purposes of personal data processing, “processing” means any operation or set of operations performed with or without the aid of automated processes and applied to personal data or sets of personal data, even if not recorded in a database, such as collection, recording, organization, structuring, storage, adaptation or alteration, retrieval, consultation, use, disclosure by transmission, dissemination, or any other form of making available, alignment or combination, restriction, erasure, or destruction. Processing will be carried out manually and electronically, or otherwise with the aid of computerized or automated tools by internal staff, authorized collaborators, and external data processors duly appointed by ASD Napoli Running. Data are processed in electronic, IT, and paper form, stored on digital or paper media, and protected against unlawful or unauthorized access, theft, loss, and destruction with appropriate security measures.

DATA PROCESSED

The data provided will be processed lawfully and fairly, in accordance with EU Regulation 679/2016 and Legislative Decree 196/2003 as amended by Legislative Decree 101/2018 on the protection of personal data. The data processed relating to the data subject include: name, surname, date and place of birth, tax code, residential address, FIDAL-affiliated club, and role held within it, as well as any images.

RECIPIENTS OF DATA

In accordance with the Regulation, processing carried out by ASD Napoli Running will be based on principles of fairness, lawfulness, transparency, and protection of your privacy and rights. Personal data are processed by the Data Controller and persons authorized by it. Data, in addition to registration management, may be communicated to the Italian National Olympic Committee (CONI), the Italian Athletics Federation (FIDAL), World Athletics (WA), European Athletic Association (EA), International Olympic Committee (IOC), National Anti-Doping Organization (NADO ITALIA), and other public bodies. Data may also be communicated to national and international sports justice bodies. Where necessary, data may be communicated to third parties providing ancillary and instrumental services (e.g., insurance purposes in the interest of the participant). For journalistic purposes and documentation of sporting activities, data may be published using the means deemed most appropriate by the controller. Data dissemination will occur within the limits of essential information (principle of necessity) regarding matters of public interest.

USE OF IMAGES

During the sporting event, images in the form of photographs or videos will be collected and used for dissemination purposes of the various moments of the event on the event website, promotional materials, social media, and specialized press.

RETENTION

Data provided will be stored for the time strictly necessary to carry out the activities for which they were collected and, in any case, for the time required by applicable laws or regulations, and in any case for the time necessary to ensure the exercise of the rights of the Data Controller. Subsequently, name, surname, and date of birth will be retained for historical and statistical archiving related to the event. Personal data may be transferred to EU countries and third countries for institutional purposes. Images, both photographic and video, will be stored in digital archives. The documentation produced, as well as videos and images, will be stored for 10 years from their acquisition.

RIGHTS OF THE DATA SUBJECT

The data subject is the natural person identified or identifiable to whom the personal data being processed refer. The data subject has the right to access at any time the data concerning them processed by the Controller (right of access) in order to verify its accuracy and the lawfulness of processing. They may also exercise all rights recognized by applicable national and EU legislation on personal data protection, specifically Articles 15 et seq. of EU Regulation 2016/679: in particular, they may request at any time access, correction, and updating of incorrect or inaccurate data, restriction of processing, and erasure (right to be forgotten) where one of the grounds set out in Article 17 of the GDPR applies, as well as lodge a complaint with the Data Protection Authority at the following contacts: Italian Data Protection Authority, Rome, Piazza Monte Citorio No. 121, email: garante@gdpr.it, phone: 06.69677, or fax: 06696773785.

RIGHT TO WITHDRAW CONSENT AND OBJECT

Each data subject also has the right to withdraw consent at any time, without prejudice to the lawfulness of processing carried out before such withdrawal and the possibility for the Controller to continue processing based on other legal grounds.

The data subject also always has the right to object to the processing of their data when it is carried out for direct marketing purposes referred to in Article 2(b); in such case, their data will no longer be processed for such purposes (right to object).
