ASD Napoli Running, under the patronage of the City of Naples, organizes the 6th edition of the Naples City Half Marathon, a race covering a distance of 21.097 km and included in the IAAF, AIMS and FIDAL calendars:
The race will be held in Naples on Sunday, February 24, 2019, meeting at 7:30 a.m. at the Mostra d’Oltremare expo center and starting at 09:00 a.m. from Viale J. F. Kennedy
PARTICIPATION REQUIREMENTS FOR ATHLETES REGISTERED IN ITALY
In accordance with the “Rules for the Organization of Events” issued by FIDAL, participation is limited only to athletes registered in Italy, aged 18 years and over, who are in possession of one of the following requirements:
- Athletes registered for 2019 to companies affiliated with FIDAL;
- Athletes in possession of a ‘Runcard’ (valid as sports insurance and permit to compete) and limited to those aged 20 years or over;
- Athletes registered for a Sports Promotion Organization (Athletic Section) and in possession of a ‘Runcard-EPS’.
However, possessors of a Runcard must fulfill one of the following in order to participate:
- Presentation of a valid medical certificate of fitness suitable for athletics, the original of which must be presented to the organizers and then kept, in copy, in the deeds of the organizing company of each event.
- Uploading of said valid medical certificate on the Runcard web portal.
PARTICIPATION REQUIREMENTS FOR ATHLETES NOT REGISTERED IN ITALY
Italian/foreign athletes who are not registered in Italy may participate, limited to persons aged 18 years and over, if in possession of one of the following requirements:
- Athletes with a club card affiliated with the Foreign Athletics Federations recognized by the IAAF. As an alternative, at the time of registration, they will have to present:
- Self-certification of possession of a card recognized by the IAAF. The self-certification will then, however, be signed in original when retrieving your number bib.
Foreign Athletes not residing in Italy and lacking an IAAF membership will be offered, free of charge, a Runcard (valid as sports insurance and permit to compete), limited to those aged 20 years or over.
In order to participate you will also need to present a valid medical certificate of fitness suitable for athletics, the original of which must be presented to the organizers. The medical certificate for non-resident foreigners can be issued in your country of provenance using the facsimile available at www.napolirunning.com and www.runcard.com.
REGULARIZING YOUR REGISTRATION
Athletes with an IRREGULAR REGISTRATION will have to regularize their standing before retrieving their number bib (valid membership and certificate) updating the FIDAL portal (either directly or through the president of the company to which they belong). In the case that an athete is suspended due to an expired medical certificate, presentation of the original will not be deemed valid as an authorization to compete.
Any athlete failing to regularize his or her registration will not be allowed to retrieve the number bib and chip, only the race pack.
Athletes competing with a Runcard but suspended due to an expired medical certificate will be able to mend their standing by bringing with them a copy of a medical certificate for competitive athletics.

NUMBER BIB PICK-UP
The number bib can be picked up at the stands located within the Mostra d’Oltremare expo center either on Friday, February 22, between 3:00 p.m. and 8:00 p.m., on Saturday, February 23 between 9:00 a.m. and 8:00 p.m., or on Sunday, February 24, between 7:00 a.m. and 8:00 a.m.
Retrieval of the number bib on Sunday, tough not recommended, is reserved for athletes and non-regional companies granted they have an actual need and have properly registered in the days before.
In accordance with the provisions of the last State Police circular for the organization of public events, the collection of number bibs must be carried out personally by every single registered athlete upon presentation of an identification document; for reasons of public order it is not possible for any athlete to pick up number bibs for other runners.
Any given athlete will be allowed to pick up at most one number bib in addition to his or her own by downloading the “single proxy” form from www.napolirunning.com.
Company presidents will instead have to download and fill out the form “company proxy” from www.napolirunning.com.
Runners will be divided into six grids at the start. Bib numbers will be assigned in relation to the best time declared during registration on the distance of a half marathon and achieved in the previous two years.
Failure to report said time, or reporting an incorrect or false time, will result in the runner starting from the last grid.
It will not be possible to request a grid following registration.
It is not allowed to enter a different grid from the one given; any runner doing so will be liable to disqualification.

Athletes may pick up their race pack by exhibiting their number bib at the stand at the Expo.
CHANGING ROOMS AND STORAGE
Men and women indoor dressing rooms equipped with storage areas will be set up in the immediate vicinity of the start and finish area. Entry is granted only upon display of the number bib.
Refreshments will be provided at the start and finish, as well as along the course, in accordance with FIDAL regulations.
The Napoli City Half Marathon will have a time limit of 3 hours.
Any runner exceeding said time limit will be required to withdraw from the competition and continue on by means of transport arranged by the organization or continue running by refusing the help of the organization and thereby excluding the organization from any liability of any kind, thus competing from that point on at one’s own risk.
THE TIMEKEEPING CHIP
Your time will be recorded by means of an electronic chip which allows to also record one’s actual time. The chip is for personal use and cannot be exchanged. Any runner who will have failed to transit any given checkpoint will be disqualified. Under penalty of exclusion from the rankings, the chip placed on the bib number must not be removed for any reason.
If the race chip is of the type to be returned to the organizing body upon arrival, failure to do so will result in a penalty of €25.
TIMING AND RANKINGS
Time measurement and processing of the rankings is done by Timing Data Service (TDS) srl; the same are validated by the Chief Technical Judge/Appeals Judge.

No cash prizes (or similar prizes such as generic goodwill, bonuses, or any kind of reimbursement) may be provided to holders of a Runcard or Runcard EPS (as per FIDAL regulations). In such cases, in lieu of cash prizes or the like, athletes will receive prizes in sports goods, foodstuff or crafts. A cash prize will not be paid.
Individual prizes in euros will be paid out by April 30, 2019, in accordance with the applicable FIDAL regulations.
Athletes receiving prizes will have to fill out a form indicating, in addition to their personal data, the details of a valid identification document. The form can be downloaded at www.napolirunning.com

The top 10 companies with at least 30 ranked athletes in relation to the number of athletes who cross the finish line validly, will be awarded:

All participating companies affiliated with FIDAL will compete in the ranking. In case of a tie, the corresponding prizes will be added and subdivided among the entitled parties.
Company prizes will be paid out by April 30, 2019.
Prizes in sports goods, foodstuff or crafts will be awarded to the first 5 in the following men’s Master Categories: SM23-34, SM35, SM40, SM45, SM50, SM55, SM60, the first 3 in the SM65, SM70, and beyond.
Prizes in sports goods, foodstuff or crafts will be awarded to the first 5 in the following women’s Master Categories: SF23-34, SF35, SF40, SF45, SF50, SF55, SF60, the first 3 in the SF65, SF70, and beyond.
The prizes must be collected at the end of the race. Failure to do so will void one’s right to the prize.
If the race is canceled, moved to another date and/or not performed for reasons not caused and/or not related to the will of the Organization, including revocation of the authorization to hold the race by the competent public bodies, the registered athlete waives any claim to ASD Napoli Running, including reimbursement of expenses incurred by registering; also waived are any claims for damages and/or compensation and/or reimbursement with regard to any current or future financial loss.
NUMBER BIB TRANSFER
It will be possible to transfer one’s number bib to another runner:
- By January 31, 2019, at no charge
- Between February 1 and 10, 2018, upon payment of a €5 processing fee.
No transfer will be allowed beyond this date.
INABILITY TO PARTICIPATE
A registration freeze is unavailable.
Pursuant to Article 13 of the Legislative Decree dated June 30, 2003, No.196:
- the information contained in the registration form is required for registration, to prepare the list of participants, the ranking, the archive, to perform the services stated in the rules and to send communications;
- failure to provide the above mentioned data or necessary information will result in exclusion from the event;
- the rights of the person concerned with regard to the processing of personal data are listed in Article 7 of the Legislative Decree No. 196/03.
By registering for the Napoli City Half Marathon, the athlete expressly authorizes the Naples Running organization to have the right to use any still or moving image in which he or she may appear when taking part in the race for all visual media, as well as promotional and/or advertising materials, produced and distributed throughout the world and for as long as is permitted by law, regulations, and treaties in force, including any extension that may be made to the allowed period of time.
The registrant shall be responsible for the possession and safekeeping of his or her number bib, the exhibition of which guarantees the right to use all the services mentioned in these rules and any subsequent communications.
- Anyone who, without regular registration, participates without a number bib, in addition to being held responsible for damages to persons or property, including to himself or herself, will incur disciplinary sanctions within the jurisdiction of the federal bodies and may be liable for penal sanctions for the crime of “theft” (Article 624 Penal Code).
- Anyone who, without regular registration, participates with a counterfeit or otherwise not-compliant number bib, or with the number bib of others, in addition to being responsible as indicated above, will incur sports sanctions and also may be liable for penal sanctions for the crime of “theft” (Article 624 Penal Code), or, alternatively, for the crime of “fraud” (Article 640 Penal Code).
In both cases, a) and b), participants may be subject to penalties for the offense of “failure to comply with the provisions of the Authorities” (Article 650 Penal Code). The aforementioned cases will be verified after checking photographic documentation and/or video.
The athlete declares that he or she has read the competition rules and accepts its contents in its entirety. The athlete, therefore, declares that they bear all risks arising from participation in the event, such as those resulting from possible falls or impacts with authorized vehicles and/or with other participants, spectators or others, damage resulting from adverse weather conditions, the road surface, and any other type of risk, without exception, although not expressly referred to.
As a result of this disclaimer the athlete expressly exempts, in writing, the organizers and individual participants in the organization of the sports event from any liability for any damage or harm resulting from participation in the race and all activities during the three days of the event.
The event will take place regardless of the weather conditions and, in any case, at the discretion of the organization.
The Organizing Committee reserves the right to modify these rules at any time due to emerging needs and/or reasons that it deems appropriate for a better organization of the race. Any changes will be, in any case, agreed upon by the Campania CR and the National FIDAL. For any and all matters not covered by these rules, FIDAL’s statutory technical regulations will apply. Any changes to services, locations and/or times will be communicated via the website www.napolirunning.com
Any complaints should be filed in accordance with the FIDAL and R.T.I. rules.
The Naples Bureau has jurisdiction for any disputes arising in regards to the application and interpretation of these rules.
UPON REGISTRATION ALL ATHLETES ARE CONSIDERED TO BE AWARE OF THE RULES. FOR ANY TOPIC OR ASPECT NOT COVERED IN THESE RULES, PLEASE REFER TO THE 2017 FIDAL REGULATIONS.
FAMILY RUN & FRIENDS RULES
The non-competitive “Family Run & Friends ” 2 km event, which is without ranking and open to everyone, will start at 11:00 a.m. on Saturday, February 23, 2019. The event is free for children under 10 years of age and for adults over 65, whereas everyone else will incur a €5 registration fee in order to participate.
